What a surcharge does

Fuel is a commodity, and its wholesale price moves constantly. A surcharge exists so that movement does not get baked into a constantly-changing base rate. Instead, the base stays stable and the surcharge passes through the swing in the underlying fuel cost, up or down.

Done right, that is fairer to both sides. You are not overpaying when the market drops, and we are not absorbing a spike when it climbs. The key word is transparent.
